HELA TERTIARY STUDENTS SCHOOL FEE ASSISTANCE SCHEME TO BE TIED TO COFFEE TREES IN 2020 AND BEYOND

Governor for Hela Province, Hon. Philip Undialu announced today that his government intends to increase the School Fees for 2020, 2021 and 2022 to K10m from K6m piloted out in 2018 and 2019 that benefited over 2500 students throughout PNG and abroad.

With the increase from K6m per year to K10m for 2020, 2021 and 2022, [Hela ] Provincial Government will invest over K42m in direct cash support towards education of our future generation.

One of the challenges we faced was identifying genuine Hela students. We know that many fake people benefited. We have also left out some genuine ones. This time we want to do it better by tying students with coffee planting initiative not only to identify genuine students but also to sustain in the future.

Free handout mentality is killing our society these days.


"My office is full of yellow envelopes asking for money. I see that our people are hardworking but free handout is making them lazy. I must now ask them to grow coffee so after 2022, if am not returned as Governor, coffee will sustain you", said governor Undialu.


Growing minimum of 2, 500 coffee trees will be requirement for every student to receive funding support from us. If you don't grow coffee means you don't have land in Hela. That means, you pretend be be Hela. We will not tolerate your application not just in 2020 but will continue to 2021 and 2022.

Governor Undialu therefore, issued early notice to all Hela Students to return home or organise with your parents or uncles to grow minimum of 2500 coffee trees. School fee voucher will be issued against actual coffee trees planted on the ground.

Coffee growing effort will kick start with the listed 2500 students, 270 ward Councillors and 500 public servants in the province. The 14 LLG Presidents and their LLG Managers will be asked to establish 14 nurseries assisted by our DIP officers and CIS.

So in total we already have 3270 individuals to start with. If each one grows 2500 trees, we expect to grow over 8 million trees.

Total household in Hela (2011 National Census) is almost 70, 000. Each household or family unit should grow coffee to sustain themselves not only for school fees but daily needs.

If Hela can help develop many plantations in the country, we can do it for ourselves. We have huge landmass sitting idle. We have people floating around the cities and sitting, gambling, etc in towns or streets. We have 65% of our 350, 000 of our population under youth category. Many of those never had opportunity to education. But the plain truth is, you don't need a degree qualification to grow coffee.

The Coffee Industry Corporation (CIC) will be invited to assist. Later, our partners (LR Group), ExxonMobil and MRDC will join to grow more coffee, establish processing facilities and marketing.

HUEF Coordinator David Liyago will start registering students or their parents who wants to participate. Our DPI officers headed by Geoffery Walabi will liaise with CIC. Presidents, Ward Councillors, Public Servants, Students and their parents should lead by example.

Finally, to Hela people, Oil and Gas will be gone tomorrow. Coffee and Education will sustain our life and our province. I urge everyone to dirty your hands to grow clean money.

UNDIALU SHIFTED FOCUS ON HELA STUDENT FEES AND FROM CURRENT POLITICAL MATTERS PLACED ON HOLD

Currently political matters were put on hold and the focus shifted to human resource development when close to a hundred students turned up to receive their school fee assistance.

That was the reason for all the noise at the Laguna Hotel in Port Moresby yesterday when students from Hela province turned up to received their school fee assistance from the provincial government.

Hela Governor Philip Undialu, with cheques in hand,announced that a total amount of K6 million has been allocated for fee assistance this year. Of that K6 million, K5 million will cover students in the country while K1million for students studying overseas. Undialu also made it clear that these fees are only to assist students and parents.

“Let me also stress here that the support we give is just to complement the effort from the kids themselves and the parents and it is not a full sponsorship package,” the governor said.

Undialu also hoped that in the near future, when things improve financial, the provincial government can put in a lot more than just K6million. Probably up to K10million or K15million alone for school fee assistance.

The governor also said with the funding assistance given, he wants to see students focusing more on their studies and leave politics to their leaders to deal with.

The fees presented yesterday were firstly for Hela students attending both secondary and tertiary institutions in and around Port Moresby, including the privately run institutions.

The highest amounts presented were to three institutions; University of Papua New Guinea with K511, 638, Pacific Adventist University with K242, 497 and Institute of Business Studies with K150, 000.
Governor Undialu said this provincial government initiative started last year also with a similar amount.

Meanwhile, student representatives from each institution that attended the small presentation ceremony appreciated this good support coming from their provincial government.■

NOTICE # 3: GUARANTEE LETTER REQUEST & OTHER REMINDERS

EXPLANATION ON ISSUANCE OF GUARANTEE LETTERS  AND OTHER REMINDERS

This is notice number three (3) of series of notices that will be posted on this blog. 

Through this notice, we would like to remind the students, both new intakes and continuing students about two very important reminders. 

A.  NO GUARANTEE LETTERS FOR STUDENTS TO INSTITUTIONS
Many students from various institutions in the country and abroad are contacting us to give them guarantee letters in order to get themselves registered. These request were identified mainly due to the fact that many tertiary institutions in the country are charging 60-75 per cent of their total fees payable before enrollments. Further, we came to realize that the request for guarantee letters as such are coming mostly from students undertaking studies in various private institutions in the country. So, the following outlined points should clarify the reasons why HUEF wouldn't issue any form of promises or guarantee to anyone regardless of who he or she is.
  1.  HUEF assist tuition fee component of the various categories of fees payable by students in every institutions. Therefore, we have repeatedly notified students and parents through our notice #1 and notice #2 advising to help themselves pay upfront fees and get registered.
  2. HUEF team will visit certain institutions which are indicative to be enrolling many Hela students to physically witness the presence and enrollment of students in those institutions before concluding to make payments.
  3. No guarantee letters will be given to any particular student without having being enrolled. We do not want to make mere promises of how much to pay or when to pay without unconfirmed information or datelines.
  4. NO GUARANTEE OR PROMISSORY LETTERS WILL BE ISSUED TO ANY STUDENTS SO PLEASE DON'T ASK. 
B.  WINDING DOWN OF COLLECTION OF APPLICATION FORMS

Many students are yet to get acceptance letters from their institutions, thus yet to submit their 2019 HUEF TFA Application Forms. However, since the release of forms, we are nearing the closure date which is 9 days away. The following are important datelines:


  • This week Friday, 15th February 2019, the application collection venue in HPG Office (White House) in Tari and other venues will be vacated (no officers will be in the office). We will only allow applications to be sent through our emails provided at the bottom of this page until 22nd February 2019. This is mainly because, during the week starting from 18th February 2019 to 22nd February 2019, we will finalise the listings and budgets, while at the same time receiving emailed application forms.
  • On Friday, 22nd of February 2019, all Application Deliveries through any means will come to an end. Even the email accounts to send and receive 2019 HUEF TFA Application Forms given at the bottom of this page will be deactivated thereof.
  • The payments dates will be during the first and second weeks of March 2019 and specific dates on this regard will be post up later on this blog so keep visiting.

Meanwhile, we are asking the students who are still trying their best to secure acceptance letters to make this possible within the given time frame and hand in their application forms. Further, many student leaders in various tertiary institutions in the country and abroad who are yet to submit their list of continuing students are advised to do so quickly as well before we regard them as "all graduated" and make assistance to only first year students.

On behalf of Governor Undialu, his PEC and Hela Provincial Administration, we wish to extend best wishes to all the students who would be going to various tertiary institutions to undertake their studies in 2019.

So far we have collected application forms from 2019 intakes and today is our third week of collection. Following are the progressive tallies for applications received as of Friday, 1st February 2019 4:06 PM.

Even though, Hela was hardest hit with natural and man-made disasters in 2018 which obviously could minimise the number of new intakes into various tertiary institutions in the country and abroad, we could also see here that good number of students have also made their ways in somehow.  HUEF is happy to assist these students, however, the following points must be taken into considerations:
1.       Hela Undialu Education Foundation only provides Tuition Fee Assistance as relief and not full scholarship.

2.       All 2019 Applicants MUST have enough funds to support themselves and pay upfront fees and be enrolled in their respective institutions vied. HUEF after confirming that the applicant has enrolled and is already in class will assist with our TFA to him/her. Do not expect and await for HUEF to pay your fees.

3.       We are instructed also not to leave no-one out from our list. Political or personal grudges should not be excuse to deny anyone. Big or small, everyone will receive something as assistance. That also include students whose parents serving in Hela.

4.       Several institutions are on report of misusing funds from 2018 HUEF TFA so 2019 assistance will be withheld until further notice. Those institutions are Simbu Teachers College, Goroka Teachers College, St. Gerad Nursing College, Mendi School of Nursing, Hela Hewate Multi-skills and others. If it means taking legal actions, we will do!

5.       Several new institutions which we have not assisted in 2018 are popping up as we see in 2019. Those new institutions will be deliberated and discussed prior to payment (if agreed). Nothing will be fluke!

6.       Goroka Teachers College is giving acceptance letters to many Hela students as seen above. Yes, we have experienced similar case in 2018 by Simbu Teachers College which did the same and when HUEF TFA was paid in all first year students were all terminated making our assistance to be wasted. We do not want similar thing to have to our students by Goroka Teachers College in 2019. Therefore, thorough dialogues will be done between students, Goroka Teachers College Administration and HUEF before our assistance is paid.

7.   Finally, and most importantly, the institutions which didn’t submit the report of 2019 continuing students will be deemed as “all-graduated” and payment will be made to only 2019 new students/intakes for that particular institutions. See the above tables (Last Column) to see if your executives have submitted their list.
